THE TIME WHEN MALAYSIA CAUGHT THE ATTENTION OF THE INTERNATIONAL MONEY LAWYERS, AND OTHER STORIES



You are cordially invited to join the Nasi Lemak Dinner Talk on 27 May 2019 (Monday). We are pleased to have Professor Chin Leng Lim to be our speaker.


This event follows a talk in London on 2nd May at the British Institute of International and Comparative Law about Chinese projects abroad - three pipeline projects estimated to be worth between 2.3 to 2.75 billion U.S. dollars, and a rail communications project previously worth 200 billion U.S. dollars. It is a story about the risks which accompany billions along the New Silk Road and a retelling of history's lessons during the Age of American Empire from the Panama Canal to Saudi Arabian Oil.


There will be other tales - about the 1963 Malaysia Agreement, for example. For when is a "state" a "State" and what once did a man who was Prince say? "When I said federation with the Borneo Territories, I mean that they should be the same as the other states of Malaya."


What is it that Malaysian public university teachers have said about Rome to the Rulers which somehow cannot, or will not, now be shared with university students in public? And there are even more treaty stories, which now an international lawyer is asked to tell, about the International Convention on the Elimination of All…Racial Discrimination. So, this evening talk is about three "Cs" - contracts, constitutions and conventions – under a new Malaysian Government. It is about that new Government.

  • Professor Chin Leng LIM

    Professor Chin Leng LIM

    Chin Leng LIM is a commercial barrister at a leading set in London which he will not name here to avoid advertisement. He advises and represents sovereign governments, corporations and individuals, typically in connection with complex public and private international law matters and disputes. In 2017 he was named the Choh-Ming Li Professor of Law at the Chinese University of Hong Kong. He is also a Visiting Professor at King’s College London and an Honorary Senior Fellow of the British Institute of International and Comparative Law. For the past decade, he was Professor of Law at the University of Hong Kong and a member of that university’s Senate and Court.

    Lim recently served a maximum of three terms on a committee which advises Hong Kong’s Commerce Secretary and over the years has held various advisory and honorary positions; including on a body of the Korean President’s office and the Prime Minister’s Office of a new nation. His writings have been cited by appellate courts and bar associations, during a legislative inquiry and in Royal Commission and International Law Commission reports. In the course of an itinerant and too-varied career he taught at Singapore’s National University where in 2015 he was named the inaugural Lionel Astor Sheridan Visiting Professor, worked as a government international law counsel and treaty negotiator, and as a Geneva UN officer and liaison to a Middle Eastern government. These had followed lectureships at Queen Mary, London and the University of Wales, Aberystwyth after a stipendiary position as scholar and tutor at Nottingham. Lim was educated at Buckingham, Oxford University and the Harvard Law School, and was awarded a doctorate by Nottingham. In his early youth he attended the Free School in Penang, Malaysia.
