    Director-General of Investment Promotion Invest Hong Kong

    Mr. Stephen Phillips is the Director-General of Investment Promotion at Invest Hong Kong (InvestHK), the Government Department responsible for attracting and facilitating foreign direct investment into Hong Kong.

    In a career focused on Asia for more than thirty years, Mr Phillips first moved to Hong Kong in 1989 holding senior investment banking positions with Deutsche and BZW/Barclays Capital before co-founding a Hong Kongbased group of companies providing IT, financial and consultancy services across Asia. In 2004, he joined the UK’s Department of International Trade before becoming the Chief Executive of the China Britain Business Council in 2006, as well as Chairman of the EU China Business Association.

    Mr. Phillips holds a BSc in Chemistry and Law from the University of Exeter.

    Ms. Sindy Wong is Head, Tourism and Hospitality of Invest Hong Kong, the government department responsible for attracting and facilitating foreign direct investment into Hong Kong.

    She joined Invest Hong Kong in September 2004 and was promoted to Head of Tourism and Hospitality in 2015. Her team attracts companies from HoReCa, travel, MICE, wellness, beautyindustries globally. Prior to joining Invest Hong Kong, Ms. Wong worked in multinational advertising agency, entertainment group, Hong Kong Tourism Board and banking industry.
    Ms Wong has a bachelor's degree in arts from The University of Hong Kong and is a Certified Financial Planner.

    She speaks fluent English, Mandarin and Cantonese. She is an animal lover and enjoys bringing new dining and beauty concepts to Hong Kong which is not only her passion for life but mission for Hong Kong!

    Ronald Sum concentrates his practice in all areas of dispute resolution, specializing in China related matters, cross border disputes, complex commercial disputes, regulatory bodies investigations, transportation (maritime, aviation, road and rail), international trade, insurance and reinsurance including export credit insurance, product liability and product recall, including arbitration, litigation, mediation and investigations.

    Ronald is qualified as a solicitor in Hong Kong, England and Wales and Australia. He is a fellow member of the Hong Kong Institute of Arbitrators and the fellow member of the Chartered Institute of Arbitrators. He is the immediate past chairman of the International Chamber of Commerce: Arbitration and ADR Sub-Committee. He is also the council member of the Hong Kong International Arbitration Centre. He is on the panel of arbitrators of various institutions and has acted both as counsel and arbitrator in administered arbitration proceedings including the ICC, HKIAC, CIETAC, SCIA, SIAC, THAC, LMAA, GAFTA/FOSFA etc. Ronald has conducted arbitration in Hong Kong, China, London, United States, Australia and Singapore. Ronald is also an accredited mediator of HKMAAL, CIETAC and the Law Society of Hong Kong. Ronald has recently be appointed as an Investor State Mediator under the Mainland and Hong ‎Kong Closer Economic Partnership Arrangement (CEPA). Ronald is a council member of the Hong Kong Mediation Council. He also sits on the Hong Kong ‎Government Advisory Committee on the Promotion of Arbitration and the Hong Kong Steering ‎Committee on Mediation. He is a member and chairman of the Public Education and Publicity Sub-committee. ‎

    Mr. Tse was appointed as the Head of Business and Professional Services at Invest Hong Kong (InvestHK) in December 2019. InvestHK is the government department responsible for investment promotion, i.e. helping overseas and Mainland companies to establish or expand their business presence in Hong Kong.

    Mr. Tse has over 25 years of work experience in the banking industry. Before joining InvestHK, he had worked at UBS, BNP Paribas and HSBC.

    Mr. Tse graduated from University of New South Wales, Australia, with a bachelor degree in Electrical Engineering and York University, Canada, with master degree in Business Administration.

    Mr. Hwang was previously the founder and managing partner of Dechert LLP in Asia.
    As a former Director and General Counsel of several Hong Kong and Singapore listed companies, Mr. Hwang also has considerable experience with the management and regulation of public companies, and personal insight on compliance and regulatory matters relating to the capital markets in Hong Kong.
    Professional Qualifications

    Mr. Hwang was educated in Singapore, Canada and England. He holds a LL.B (Honours) degree from the National University of Singapore, and a MSc. In Global Finance degree jointly awarded by the Hong Kong University of Science and Technology and the New York University Stern School of Business.

    Mr. Hwang is fluent in English, Mandarin Chinese and Cantonese.
    He is admitted to practice law in Hong Kong, Singapore, and England and Wales.
