Short Description of Tai Kwun Project


The Central Police Station Revitalisation Project (Tai Kwun) creates a new era in the site's history as an international benchmark for heritage preservation and a centre for contemporary arts. The proposed development consists of small-scale and low-rise buildings accommodating the main art gallery spaces and supporting facilities.


The synergy of new and conserved heritage buildings, together with publicly accessible outdoor spaces, offer broad civic appeal and provide intimate, multi-purpose venues for visual and performing arts activities. The new buildings are designed in a modern style distinct from the existing heritage buildings, but yet the site would be directly connected to the surrounding neighbourhoods, such as Lan Kwai Fong, SoHo and other precincts, and is intended to become a key gathering place with diverse communities, leisure and cultural elements.


The new buildings in a contemporary design style with façade treatment that echoes the patterns of existing stone walls within the site will provide a distinctive architectural feature as a "contrast" to the existing heritage fabric and manifest a truly international example of innovative heritage preservation and adaptive re-use.


This project is an innovative response to the adaptive re-use of a unique heritage complex and will contribute to the social, cultural and urban fabric of Hong Kong.

    Freddie Hai

    Director of Rocco Design Architects

    Mr. Freddie Hai graduated from the Bartlett School of Architecture, University College London and is professionally qualified as Registered Architect in the UK (1995) and Hong Kong (1998). With over 20 years of practicing experience in Hong Kong, Freddie has built up a portfolio of experience on projects with highly complex programmes, covering from the initial planning design stage, planning application stage, to overseeing construction on site.

    Freddie joined Rocco Design Architects in 1997 and had been Project Architect for West Rail Tin Shui Wai, Yuen Long and Long Ping stations. He was one of the Project Architects for Hong Kong Station IFC Mall and the Four Seasons Hotel and Service Apartment, and No.1 Peking Road. Freddie returned to the company in 2007 and has since been the Project Team Leader for a number of high profile projects, such as the Hong Kong Palace Museum, Kerry Hotel Hong Kong, and China Unicom (HK) Global Center. He is currently a Director in the company.

    Freddie is also active in the local architectural and institute matters and serves the Hong Kong Government in the Harbourfront Committee and Construction Industry Council. He is currently a Council member of the Hong Kong Institute of Architects.

    Denis Tsang

    Senior Associate at Rocco Design Architects

    Mr. Denis Tsang graduated from the University of Sheffield and the Bartlett School of Architecture, University College London and registered as Architect in 2008. During his time in the UK he has completed a major master planning project ‘the Arc’ in Bury St Edmunds which was awarded the RIBA Regional Award. He has also worked on other revitalization schemes for the Eton College and the University of Oxford.

    Denis joined Rocco Design Architects in 2011 and became a Senior Associate in 2019. He has been the project architect for Tai Kwun working in collaboration with the renowned Swiss practice Herzog and de Meuron and Purcell from the UK since 2011 until its completion in 2018. The project is critically acclaimed internationally and has continued to be used as an example of best innovation and conservation in Hong Kong.

    Currently Denis is the lead architect for a commercial development in Cheung Sha Wan, with target completion in 2023. In addition he is also a BEAM Professional and an Associate Member of the Hong Kong Green Building Council. He is also a guest critic at the Department of Architecture at the University of Hong Kong.
